OUR APPROACH

The most daunting challenge that our team faced was creating a framework with which to tackle this sensitive and seemingly unstructured problem.

However, by identifying the most critical issues and developing a methodology that allows us to concentrate our efforts, we were able to create a strategic plan of attack that is remarkably straight forward.

The first step is to understand what factors influence a typical student's decision not to pursue higher education, and we are now completeing a survey to help us with this task. Once these decision factors have been identified, we must then prioritize them based on two dimensions: their relevant importance and our ability to neutralize them.

The second step is to then identify existing programs that have already successfully targeted these high priority decision factors in other communities.  This outside-in perspective prevents us from re-inventing the wheel, but more importantly, it provides us with battle-tested blueprints that have been successful over the long-term.

Finally, we must determine whether we can replicate these "best-in-class" programs within our own community. In other words, are the resources required for success realistically available, and are the programs compatible with the values of the community? If so, then that specific program should be included as a component of our overall action plan. 

Furthermore, to the extent that relevant resources are already available to our community, we want to raise their awareness by including them in our bulletin board. By having these programs listed in a centralized location, we hope to make it as easy as possible for people to get the support they need.
